Development memorandum on the Californias. Recalls the Anza (1775) & Rivera y Moncada (1781) colonizations that founded San José de Guadalupe & Los Ángeles (informant commanded the latter under Sta Bárbara's jurisdiction); Villa de Branciforte's failure — cramped beside Mission Sta Cruz on a creek, 'not capable of sustaining a district,' only 'the sound of its title'; proposes Sta Cruz share neophytes to Sta Clara/SJB so its friars found elsewhere. Economy as the means: gold placers & silver mines on 'el Río,' whale fishery on both coasts, redwood (*Palo Colorado*) for shipyards, weaving-masters & a *maestro de primeras letras* per presidio; each province to get its own export buque separate from the San Blas Dept ships; warns *against* peopling with convicts, favoring families + orphans aged 10–12. 'Movimientos de Anglo-Americanos y peligro que amenazan'; advises shifting the Department of San Blas → Puerto de San Quintín; population increase = 'la primera necesidad de aquella colonia.' Complete: ends n29 with the Viceroy's decree ('Como pide el Sr Fiscal de Rl Hac.a'), authenticated copy by Conde del Valle de Orizaba, 20 Dec 1805. See expanded Entry C17 (verbatim quotes).
