RAC trade overture (the 'RAC Proclamation'): the RAC directorate (under Tsar Alexander I) addresses 'our friends and neighbors the noble and valiant Spaniards, inhabitants of the Californias,' recalls Rezanov's 1806 SF visit, proposes to establish commercial relations, and names Alexander Baranov (RAC governor, Kodiak/Sitka) to send a ship with merchandise to trade for grain, tallow, cattle; plans a second ship from St. Petersburg 'once Europe's war allows.' (A Latin copy follows; this copy marked Dup.)
