'Sobre los rusos en Cal.' A foreign nation, apparently Russian, has established at the puerto de la Bodega — a fortification with artillery and ~100 individuals, mostly Russians from the establishments at Onalaska & Kodiak, agents of the Russian [American] Company, with the aim of opening commerce with the provinces; cites the treaty of alliance signed at Veliky Luki, 8(20) July 1812. Establishing in Spanish territory (the northern coast up to the entrance of Juca [Juan de Fuca]) violates the territory & treaties. Orders relayed to the Comandantes Generales of Nueva Galicia & the Provincias Internas (Baja Cal & Sonora) and the Comandante of San Blas.
