Two letters from Capt. William Black of HMS *Racoon*: (a) deserters — several of his own men intend to desert claiming Spanish protection as Roman Catholics; hopes the Governor won't uphold it; (b) gunpowder — the *Racoon* grounded on the Columbia bar and her powder was ruined; requests 1,400–1,500 lbs payable by bills on the British government. Marginal note: arms/stores at the Sandwich Islands, 'the two mentioned being at war.' (Record recovered 2026-07-05 audit; = Russian-highlights Doc 9.)
