Fray Felipe Arroyo de la Cuesta → Gov. Solá: coastal-concealment policy — brought the *cayuco* into the mission (using it indoors to dye wool) so foreigners can't learn the coast, esteros, or otter-hunting sites; but reports Russians and an Anglo-American fished those sites, and two Russians were seen at San Pedro on the SF coast; told Lt. Estudillo & Sgt. Pico the same. [cf. Mathes ed. — the concealment-policy letter; the Mathes concordance (sección 1)]
