Opinion on the New California poblador livestock-grant policy & the tithe/cattle-disposal dispute

Provincial State Papers, Benicia (Military), tomo I–XIX · BANC MSS C-A 15, document 329

Opinion on the New California poblador livestock-grant policy & the tithe/cattle-disposal dispute. Each settler was given (as ventajas or 'por poblador') 2 mares, 2 cows with a calf, 2 ewes & 2 goats, to graze together & breed for 2 years (no killing or selling), then to build to 15 mares + a stallion, 15 cows + a bull, 12 ewes + a ram, 10 nanny-goats + a billy. Debates whether settlers retain the old liberty to dispose of their stock (the tithe-holders would limit it); concludes only male animals may be culled as needed, the Government guarding against abuses. A key document on the founding ranching economy & livestock distribution to settlers. Orig. pp.235–240.
