Dep. State Papers, Benicia (Military), tomo LIII–LXVIII · BANC MSS C-A 18, document 234

Investigation of Comisario [José Mª] Herrera for misappropriation of public funds + forgery of signatures. Witnesses José de la Guerra, Ignacio Maitorena, Juan Bandini, Romualdo Pacheco, Mariano G. Vallejo, Rodrigo del Pliego. Herrera allegedly mismanaged ~$2,000 + México funds, didn't pay duties on goods sold to an American brig (~$600 lost). The forgery scheme (by Luis Bringas) faked the signature of Capt. William Gale (American frigate *Brooklyn*) on a $2,000 libranza (a Guaymas draft); Gale testified it was false ('he signs *Gale* not *Galle*'). Escribiente Romualdo Pacheco

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
