FOUNDATION of the CALIFORNIA POSTAL SYSTEM (*estafetillas*) — transmits two notes (Fernández de la Vega, 10 Jul 1782 + Laureano Teja, Admin. Gral., 27 Nov 1782) ordering postal stations created 1 Jan 1783 at the 5 presidios — Loreto, San Diego, Santa Bárbara, Monterey, San Francisco — managed by troop officers, funded per the Real Orden of 15 Oct 1777 / Ramo de Penas de Cámara, via the Álamos route (avoiding San Blas delay). Also the Santa Bárbara command handover Ortega→Goicoechea (Ortega to school his successor in *trato con los gentiles*, introduce the Capitanejos of the nearby rancherías, show the *aguajes*/pasture) → postal history + SB/Chumash relations + registry
