NEVE'S FOUNDING INSTRUCTION FOR THE SANTA BÁRBARA PRESIDIO + CHANNEL MISSIONS (governs the SB comandante + the sergeants commanding the escoltas of La Purísima, La Concepción & S. Buenaventura): the occupation plan (presidio at the Channel's center; three missions — S. Buenaventura at the south entrance 'junto á la ranchería de la Asumpta'); construction rules (chapel/cuartel/family quarters/troje all 'bajo de cerca,' the troop labors on the fábrica; S. Buenaventura = the depot); ⭐ founding-era Indian-relations protocol — avoid gentile crowds 'sin mostrarles desconfianza,' visitors lay bows & arrows on the ground and sit at a distance until the stockade is done, treat them with 'el mayor agrado, buen trato y cuanto agasajo'; ⭐⭐⭐ NEVE'S CHANNEL-MISSION DOCTRINE: the terrain (except S. Buenaventura) cannot support formal sowing, so the missions can never maintain congregated Christians — the gentiles to be left 'en su entera natural libertad,' won to religion & civilidad by example, 'la buena fe, dulzura y humanidad… sin injuriárseles,' trade & voluntary imitation of Spanish agriculture — the famous Neve alternative mission model (no forced reducción in the Channel), verbatim. ⭐ SAME INSTRUCTION as the C-A 62 survey Doc 22 (n21–41, the 20-leaf copy) — C-A 2 holds Fages's October retransmission to Ortega; cross-archive pair. Further articles (n41–48): guard doctrine (presidio guard 1 cabo + 8, horses saddled day & night in the sentinel's view; the 4-man caballada guard, mounted sentinel by quarters, soldiers sleeping with escopeta at hand); ⭐⭐⭐ the TRADE-AND-JUSTICE articles (n45, Sav p.45): gentiles come to presidio/missions to sell 'efectos, píñoles y otros frutos' — soldiers BARRED from going to the rancherías; no one may aggrieve them, their goods justly valued; 'Será delito digno de grave castigo usar en dichas comunicaciones ó contratos de violencia ó engaño; ha de guardarse con estos gentiles la igualdad que nos dicta la religión y la LEY NATURAL, de cuya última parte no carecen ellos' [the Chumash possess natural law]; 'Será uno de los mayores delitos que cometa el soldado, maltratar con golpes… en el campo á un gentil'; ⭐⭐ livestock rules — presidio individuals may keep NO cattle (6–8 milk cows excepted) lest grazing anger the gentiles, meat by periodic remisión; ⭐⭐ the graduated restraint-tariff (n48): avoid punishing the naturales 'cuanto quepa en la posibilidad'; if forced to exemplary action: arrows shot into mules/horses = 12–15 azotes + admonition + FREED; a mule/horse killed = 20…; the Channel courier relay (n52: the correo passed escolta-to-escolta down the Channel to S. Luis/S. Gabriel, monthly partes, puntualidad in facturas/recibos of pliegos); ENDS n55 (Sav p.54) with the peroration — the gentiles' 'reducción es el objeto de mayor importancia… su logro depende principalmente de la conducta, prudencia y moderación del Comandante… la mas puntual observancia de esta instrucción' — signed Felipe de Neve, S. Gabriel 6 Mar 1782; + Fages's compliance auto ('que á letra las cumpla y obedezca'), Sta Bárbara 1 Oct 1782; + certified copy by José Fran.co de Ortega, Presidio de Sta Bárbara 10 Oct 1782 (pp.75–85) — a complete Neve→Fages→Ortega provenance chain. FULL SPAN = n35–n55 (Sav 35–54), ~21 leaves — matching ca62's 20-leaf copy
