José Moraga commissioned to settle the pobladores; bad land-distribution near Mission Santa Clara — reordered; ⭐ the mission *Ministros*, esp. P. Junípero Serra, oppose the civil pueblos (Serra's plan that the missions supply the presidios), which Neve rejects as failing 'el poblar estas tierras con vasallos útiles' — see Entry 12
