Departmental State Papers, tomo III · BANC MSS C-A 28, document 85

On the 25-Apr-1832 amnesty law (art. 6 pardons them absolutely, restoring rights/prizes/seniority; the Veracruz pronunciados have recognized the Supreme Government, ending the civil war); then the geopolitical charge — the Supreme Gov. entrusts them to 'conservar la integridad del territorio de la Alta California, que se halla constantemente amenazada por los Españoles en Manila, por los Anglo-americanos, y por los Rusos en el Norte' (the three foreign threats); land/laurels as reward. Companion to Entry 4's Nov-12 proclamation [Sav p.68 cited; pp.69-70 gap] ⭐ three-threats passage = highly quotable (Open Door)
