Complaint of the sub-prefect's arbitrary procedures

Departmental State Papers, tomo VII–VIII · BANC MSS C-A 31, document 306

Complaint of the sub-prefect's arbitrary procedures: as administrator of the Hudson's Bay Company's assets since the death of its Yerba Buena agent William G. Rae, he collects the HBC's ~15,000-peso debts amid local indifference; the case — John A. Sutter has owed the HBC since 1841 over 4,000 pesos, secured by mortgaging the launch *Sacramento* to the Company; out of *'animosidad… contra el Sr Sutter'* the authorities rejected the transfer as false and detained the launch (on a demand by Eulogio de Celis); asks an express order to respect his prerogatives and aid collection *(English orig pp.187–196 + Savage's translation)*
