'Circular en que con aprovacion del Consejo de Gobierno y del Presidente se prohibe espresamente se descubra á la persona ó personas que denuncien alg.n contrabando de Tabaco ó por punto general en todos los casos de igual naturaleza' — with the approval of the Council of Government and the President, disclosure of the identity of persons denouncing tobacco contraband is expressly forbidden, and as a general rule in all cases of like nature.
