Circular by which the President restores the general offices of the Hacienda to the full exercise of their functions, and provides that no post be filled without a prior spontaneous nomination from the office concerned. Verbatim: 'restablece á las Oficinas generales de Hacienda en el pleno ejercicio de sus funciones, y que no se provea empleo ningº sin previa propuesta espontanea de dcha oficina.' Follows the Paredes coup.
