Codified *Reglamento* for foreign-ship traffic

Departmental State Papers, Benicia (Commissary & Treasury), tomo I–V · BANC MSS C-A 40, document 97

Codified *Reglamento* for foreign-ship traffic: a year's experience showed the harm of letting ships trade 'at discretion' from where they anchor on their own word; now every captain/supercargo shown the tariff, must present a manifest (*nota*) of goods to land (checked for quantity/quality), trade under guard vigilance (embargo penalty for smuggling), and on departure reconcile the remainder so duties fall on what was sold — the administrative machinery of managing tolerated foreign trade

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
