“Lugo consulta si podrá actuar en causas de parientes suyos.” = [Felipe] Lugo asks whether he may act as judge in causes involving his own relatives. A key document on the limits of alcalde authority: an explicit 1840 recusal-for-kinship consulta from a Los Angeles juez de paz — the same question that voided regidor Castro's election at San Francisco in 1835 (C-A 42 n515, p.143-145).
