Spans n561-n563. Heading “Representacion de los jueces Lugo y Leandry”, marked in the margin with a small “o” rather than the usual “+”, and transcribed by Savage VERBATIM at length. The two Los Angeles jueces de paz tell prefect Tapia they are being publicly attacked: honorable citizens have warned them that “se hace una áspera crítica de nuestra administracion; profiriendo que usamos de arbitrariedades y mal manejo, y amenazándonos con una caida vergonzosa”. They trace it to “un principio de venganzas personales”, say the malcontents are using the Governor's own threatening reply as a shield, and ask Tapia to lay before the Governor “el estado en que se encuentra la Admon de Justicia, por tenernos atadas las manos la murmuracion y la amenaza”, refusing to believe the first magistrate would, “obsequiando las voces de los anarquistas”, strike at men he himself approved as judges; their aim is “cortar abusos é ir conteniendo los vicios del... la ociosidad y el crimen”. They offer to resign and return “al seno de nuestras familias”, closing: “si acaso se nos convence de arbitrarios ó injustos, estamos prontos á sufrir el castigo y vilipendio.” Of first importance Alcalde Rule document.
