Decree providing that, without prejudice to pending proceedings in the general Congress over the Durango legislature and the liability of those bound by the law in force of 1 August, if by accident the Congress it prescribes were not installed on the day the votes for the new legislature must be counted, those deputies and senators about whom there had never been any dispute should meet to perform that simple act. Savage: '...se reuniran a practicar ese simple hecho los Diputados y Senadores sobre quienes desde el principio no ha habido disputa.'
