Savage: 'Decreto del Presid.te Guerrero en facultades estraord.s creando un fondo especial p.a atender á los gastos de la guerra contra los Españoles; y suspendiendo la ley de 22 de Mayo ult. en cuanto á la pension de 5 y 10 p/o sobre rentas, respecto á las personas y cosas q. deben contribuir en arreglo á este Decreto.'
