'Decreto previniendo q. cuando el Presid.te de la Repub.a se hallare impedido p.a asistir a los actos de apertura y clausura de las Sesiones del Congreso Gral. asistiesen a dhos. actos los Srios. de despacho con un mensage del Presid.te q. leera el de relaciones.' [= when the President cannot attend the opening and closing of the sessions of the General Congress, the Secretaries of State are to attend with a presidential message, read by the Secretary of Relations].
