'Decreto facultando al Gob.o p.a q. entretanto el Congreso resuelve definitivamente sobre el arreglo de seguridad publica de la Capital, continue este, bajo el pie de fuerza y organizacion en q. se hallaba, costeando todos sus gastos por la Hacienda federal.' [= empowers the Government, until Congress definitively settles the public-security arrangement of the capital, to keep it on its existing footing of force and organisation, all costs borne by the federal treasury].
