'Decreto del Congreso facultando al Gob.o para dispensar del todo o parte de las penas consignadas en los Art.s 2.o y 6.o de la ley de 11 de Marzo ult.o en fabor de los individuos q. presentados, hayan prestado servicios al restablecim.to de la paz y del orden.' [= empowers the Government to remit wholly or in part the penalties of arts. 2 and 6 of the law of 11 March last, in favour of individuals who, having surrendered, rendered service to the restoration of peace and order].
