Congressional decree on the cholera emergency: 'facultando al Gob.o al cargo del Vice Presidente D. Valentin Gomez Farias, para hacer todos los gastos necesarios y tomar cuantas providencias juzgare convenientes, a fin de evitar cuanto fuere posible los funestos estragos del Colera morbo.' Gloss: Congress empowers the Gomez Farias government to make all necessary expenditures and take whatever measures it judges fit to limit the ravages of cholera morbus.
