'dificultades para la colonización' (a long land-tenure report

Departmental Records, tomo IX–XIV · BANC MSS C-A 49, document 365

'dificultades para la colonización' (a long land-tenure report; Expanded-Entry candidate) — up to Mission San Francisco Solano (northernmost) the lands fall under Art. 17 of the 1828 Colonization Reglamento (mission lands); distributed among neophytes they wouldn't meet even the Art. 14 per-head minimum; analyzes the land/livestock economy (undifferentiated grants pre-1824, cattle-raising as the gente-de-razón default, the best SF-coast lands left unsettled, foreigners like Stearns 'delicate for national integrity'); proposes advancing the mission frontier & making provisional grants of baldíos conditioned on improvement → property, reserving land for retiring officers/troops
