Departmental Records, tomo IX–XIV · BANC MSS C-A 49, document 388

on Jueces de Letras & the justice structure — but escalates to Victoria's authoritarian program: a scathing view of the ayuntamientos ('formados de soldados retirados… los hijos de estos y de los presos por bandidos,' many illiterate & 'muy viciosos,' using office 'en vengarse') and a proposal to abolish the ayuntamientos & the (already-suspended) Diputación and rule California as 'una Comandancia puramente militar' — blaming the ayudante inspector [Padrés]'s 'especies subversivas' & the Hacienda's disarray; offers to be relieved (the clearest statement of the program that triggers the Dec-1831 revolt)
