Durán's *Manifiesto/Informe* on the secularization of the missions — his reply to Figueroa's 29 Aug 1833 charge to report which missions qualify under the 13 Sept 1813 law, in two points. (1) All Alta-California missions except San Francisco Solano exceed the 10-year rule (most by 20–30 yrs) → by the letter all could be secularized, but the 10-yr rule was set 'sin conocimientos topográficos… relativos á este País.' (2) The *inconvenientes y peligros* → urges GRADUAL secularization: the neophytes lack the 'disposición' for premature property-ownership (made owners they would sell/abandon and flee 'á los montes y tulares á vivir de la naturaleza'); soldiers unpaid 23 yrs; frontier danger of gentiles arming via foreigners; the neophyte-property/*diezmos* question. ⭐⭐ concedes Echeandía's 6 Jan 1831 bando 'practicado de buena fe… sin comparación mucho más ventajosa que el sistema actual' — yet as a Fernandino 'protesto contra ella.' ⭐⭐⭐ his ecclesiastical alternative — found a *bishopric*, train a native 'clero patricio' from 'hijos de familia decentes y honradas,' a *seminario* + Colegio de Misioneros funded by *diezmos* — THEN a general secularization could proceed safely 'sin el riesgo de dispersarse estas Cristiandades.' Grounds his authority in '27 años… de servir estas misiones'; ✒ 'Yo siempre pecaré más por retenerme que por progresista.' ✅ FLAG RESOLVED 2026-07-09 (leaf re-read n83–95): a single, distinct Durán document — NOT a re-copy of Echeandía's Doc 32 (the pro-bando lines are Durán's third-person concession, not Echeandía's first-person apologia). The gradualist / ecclesiastical pole of the 1833 debate — complements García Diego's *parecer* (Doc 38) & Figueroa's report (Doc 37); ⚠ header date read as '3' of a month (transmittal Doc 41 = 3 Oct) — treat as Sept–Oct 1833, re-transcribe the exact date before citing. → secularization spine
