Manuel Arcala[?] / the Asesor → Viceroy Branciforte — presidial chaplains (with candidate list). — Gov. Diego de Borica's request to place salaried chaplains (*capellanes*) in the presidios — as the Provincias Internas of Sonora & Nueva Vizcaya have — so the troops get 'prontos auxilios espirituales' instead of depending on distant missions. The Real Tribunal de Cuentas + Fiscal + the (recently deceased) Padre Guardián of the Colegio Apostólico de San Fernando reviewed it; the friars opposed chaplains who would hold *castrense* (military) jurisdiction independent of the Padre Presidente. Opens with a geopolitical framing of the Californias as 26 years' object of viceregal attention 'por su ventajosa situación para el comercio… con las naciones de Oriente.' Interwoven with notes on the Real Hacienda accounts for the material construction of the Santa Barbara & Monterey presidio churches + bureaucratic delays. → presidio social/religious history, the presidio-decay dossier (church construction).
