Pedro Cevallos (Secretary of State) → Viceroy — Royal Order on foreign whaling-contraband ships

State Papers, Sacramento, tomo I · BANC MSS C-A 54, document 135

Pedro Cevallos (Secretary of State) → Viceroy — Royal Order on foreign whaling-contraband ships. — The companion metropolitan order: foreign ships 'so color de la pesca de la Ballena hacen un excedido contrabando' on the Mar del Sur coasts of the King's dominions; coastal employees to bar foreigners from landing per standing orders, 'siendo este punto convenido entre todas las potencias que tienen colonias'; ships caught smuggling — the named 'Ulises' and 'Stefan' — to be confiscated. ⭐⭐ The King is notifying the Spanish Minister to the United States of America to warn that Government that action will be taken against [ships] landing at the Spanish colonies. ⭐ Strong borderlands evidence — Spain at the metropolitan level (1803) addressing the U.S. directly over American/foreign whalers & contraband on the Pacific/California coast. → the Bay Area borderlands dossier (American perspective / foreign incursion), the otter-trade corruption cases.
