Doc IV-26 — long report on California's fiscal/comisaría system + the case for DIVIDING the Californias. — A San Blas supply manifest (1808) + a comprehensive account of the Habilitado-General / comisaría system (the comisarios of Monterey & Loreto as *administradores generales* of every *ramo* — tobacco/cigar, *diezmos*, *correos*, *alcabalas*, Real Hacienda ranches). ⭐ Recommends separating the Alta & Baja governments (a Monterey government 'no puede celar á distancia de 600 leguas… hasta el cabo de San Lúcas'; division line at Mission San Miguel; Baja = Dominican missions to Sonora; the 'débiles y pusilánimes' Alta-CA Indians vs. the fierce Colorado Yumas). ⭐⭐⭐ Frames New California as 'del presidio de San Diego hasta el de San Francisco inclusive, como último punto que podemos poseer con completo é independiente dominio en la costa del Sur, según el convenio… con la Corte de Londres en el año de 90' — *SF = the northern limit of full Spanish dominion, per the Nootka Convention.* → the 1793 Bodega failure, the Bay Area borderlands dossier, the C-A 54 Bodega–Vancouver read §5. ⚠️ year digit 90/93; report undated (likely late 1790s–1804).
