circular: the President orders strict instructions to every authority of the territory that, wherever 'Dⁿ Lorenzo Zavala, Gobⁿ qᵉ era del estado de Mégico' is found, he be arrested immediately and brought under secure guard to the capital (verbatim, n316). ✎ DATE CORRECTED '1823'→1830 (2026-07-06 verification pass): the manuscript header reads '1823 Obre 7,' but three facts make 1823 impossible — the Estado de México was created in 1824; Zavala governed it 1827–29; and his persecution (with J. de Dios Cañedo as Minister of Relaciones) came under the Bustamante regime in 1830. - Previously read Heading dated "1823 Obre 7.". The content is Minister Cañedo's circular ordering the arrest of Lorenzo de Zavala, "Gob.n q.e era del estado de Mégico" — impossible before 1830 (the state was created 1824; Zavala's persecution under Bustamante began 1830).
The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
