State Papers, Sacramento, tomo X–XIX · BANC MSS C-A 56, document 406

✎ RE-READ AT FULL RES 2026-07-05 (verification pass): receives & returns WITH HIS APPROVAL 'el Plan de la contrata qᵉ ajustó con Ingleses 'Luis Macala (sic) y Guillᵒ Arnel (sic)' sobre comercio con las Misiones' — Savage's own '(sic)' flags sit in the copy after both names [= McCulloch & Hartnell]; + the 6% circular ('militares, vecinos deben pagar un 6 p% de lo qᵉ vendan pᵃ sostenimᵗᵒ de la tropa'); then the sharp church-state exchange: quoting the Prefect's protest (the tax takes from 'estos miserables… el vestido, aun lo necesario'), the governor answers ✎ in his own hard voice — 'pr dice este Gobᵒ, lo necesita pᵃ sus tropas, de modo qᵉ 4 pelones indios han de sostener á toda una Provᵃ Militar, caiga donde cayere' (the earlier gloss 'should not have to sustain' inverted the direction — this is the governor OWNING the exaction, not conceding); calls the Prefect's words 'expresiones apócrifas y un poco insolentes á este Gobᵒ,' ✎ excused only because the governor deems V.R. 'como acostumbrado á tratar no más qᵉ con indios' (the condescension runs gov→prefect; the old 'resents being treated as…' misassigned it)
