✓ opening VERIFIED vs scan n42 (2026-07-06): date/place/addressee confirmed; the 20 Mar 1829 expulsion-of-Spaniards law, of the 9 secular Spaniards passports were extended to 7 (per relación Nº1), the other two not removed — one 'es Casado con [los] nominados en la relación, y con hijos' (married w/ children), 'y el otro Luis Castro es viejo.' *(The friar-exemption argument + governance lament are on the n43–46 continuation, not yet re-read.)* report on applying the 20 Mar 1829 expulsion-of-Spaniards law in California — of 9 secular Spaniards, passports issued to 7 (2 exempt: one married w/ children, Luis Castro old & infirm); ⭐⭐⭐ the 27 Spanish ecclesiastics are ALL mission friars and cannot be expelled — only 3 Mexican replacement friars in 3 years, so expulsion would mean spiritual/temporal collapse — and the Indians ('cuatro quintas partes de la Población') would suffer most; + a lament on California's stalled governance, the 'insignificant' Diputados, and the human cost of expelling married men
