Superior Government State Papers, tomo Vols. I–XVIII · BANC MSS C-A 57, document 84

The official account of the 1831 OVERTHROW OF VICTORIA (briefing the incoming governor; a long compiled narrative quoting Victoria's own letters — overlaps Doc 82). Narrates: the disputed Jan-1831 handover (Echeandía absent at SD; Victoria reaches Monterey 29 Jan «en estado de revolución»); Padrés's mission-plan = the 1813 Spanish-Cortes decree of 13 Sept (33 arts.) turning Indian/mission property over to the ordinaries; the plotters regroup at San Francisco w/ Alférez M. G. Vallejo & Sgt José Sánchez; boosted by May–Jun-1831 rumors of Guerrero's return to the Presidency; Mariano Duarte alcalde de San José among promoters; revolt erupts 29 Nov 1831 at the SD presidio; Victoria gravely wounded near Los Ángeles [Cahuenga]; expelled, writes from San Blas (6 Feb 1832) that the Diputación reunited at LA and named PÍO PICO Jefe político; ⭐⭐⭐⭐ names the faction — «dos hermanos de Carrillo, Bandini el comisario, Pío Pico, Santiago Argüello, un Americano del Norte [Stearns], José M. Padrés, y sobre todos Echeandía» (the ones «que fomentaron á los oficiales»). Then Echeandía's counter-account (via the Gov. of Sonora's 6 Feb letter): his 5 charges against Victoria — (1) refusing to convene the Diputación in the lawful archive, (2) protecting the deposed LA alcalde Vicente Sánchez, (3) ⭐ the decapitation of the Indian «Atanasio», (4) ⭐⭐⭐⭐ the banishment of José Antonio Carrillo & the exile of Abel STEARNS (the causation link for Stearns's role), (5) arbitrary «ejecuciones de justicia»; the 29 Nov SD pronunciamiento (3 demands: deny obedience to Victoria / reunite the Diputación / name provisional command), Portilla's march to LA, the 5 Dec Cahuenga action (Victoria «se retiró á San Gabriel» wounded, agrees to embark), the Diputación convoked 1 Jan 1832 (citing the 6 May 1822 subdivision decree); + the Diputación vocals Vallejo/Pico/Osio's formal complaint of 18 Sept 1831 against Victoria — *(runs on past n80)*
