Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n117-n131, which had passed every completeness check while concealing it. Heading verbatim: '+ 1839. Nov. 11. Mej. / Cuevas, ministro del Intr. / Decreto para reformas en la Constitucion / p. 439.' [= Cuevas, minister of the Interior, decree for reforms to the Constitution] Savage records only the title. A national constitutional-reform decree reaching California, entirely unrecorded in the catalogue.
