Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n134-n148, which had passed every completeness check while concealing it. Heading verbatim: '+ 1830 - Julio 23 - Mont. / Diputacion Provincial. Establecer Ayuntᵒˢ en Mont. y Stᵃ Bárbara.' [= 1830, July 23, Monterey. Provincial Diputación. To establish Ayuntamientos at Monterey and Santa Bárbara.] Record of the Diputación Provincial's sitting of 23 July 1830 at Monterey. (1) Approved the reforms to art. 2 of chap. 4 of the internal reglamento. (2) Approved a monthly gratification of $30 to the Dominican Padre Antonio Menéndez, chaplain of the cavalry company, so that he would serve the church, plus a voluntary contribution as the padre himself had requested; the gratification to be borne by the Ayuntamiento's funds. (3) The President then stated (quoted directly by Savage) that a bando had been published in the Territory dated '15 de Diciembre de 820', consequent on art. 12 of chap. 3 of the Cortes decree of 23 June 1813, with the object of putting Ayuntamientos in the presidios of Monterey and Santa Bárbara, notwithstanding 'la poca aptitud de los sujetos que habia en estos puntos para obtener tales encargos'; he had nonetheless thought it worth beginning to give the vecinos experience of a kind of political authority 'que nunca habian tenido'. (4) Since it lies within the Diputación's attributions to see them established in full form, with the reports required by art. 1 of chap. 2 of that decree, he asks that the corporation proceed to consolidate this; to that end he had required from the current Alcalde the padrón of the inhabitants of this jurisdiction, which with its annexed ranchos 'pasan de 1,000 almas'. (5) He asks the corporation to take the steps to form the expediente instructivo the law requires, BEGINNING by designating ejidos for the settlement, and recommends it take into account two ranchos or sitios: the first belonging to the Hacienda Nacional, which to that date it kept as property for maintaining the livestock held there by way of loans or tithes and from which supplies are drawn for the troops; the second where the company has always kept its cavalry mounts. Both sites being very close to the settlement, he asks that they be separated out from whatever is proposed as the pueblo's ejidos. The corporation answered that it would resolve the matter in the next day's session. (6) Afterwards it approved payment of $20 monthly to the primary-letters schoolmaster of the Presidio of San Diego, to be borne by that presidio's municipal funds. ⚠ WHAT THIS LEAF DOES NOT SAY: it does not record that any Ayuntamiento was established. It records a request to proceed and an explicit deferral to the following session. It is the procedural hinge to the ejidos-demarcation documents already catalogued as d35 and d36, which are the following days' sessions (24–28 July 1830).
