Legislative Records, tomo II · BANC MSS C-A 60, document 10

Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n34-n52, which had passed every completeness check while concealing it. Heading verbatim: 'o 1834 = Mayo 2 = Mont. / Diputacion Sesion del dia de la fecha.' [= 1834, May 2, Monterey. Diputacion. Session of this day.] The session of 2 May 1834, the Diputacion's first working session after its installation, and it is substantively important out of all proportion to its position. The heading falls at the very top of n52 and the session runs on through n53 and beyond. The oficios read into the session, in order: (1) from the Jefatura Politica del Territorio, dated 2 August of the previous year, inserting the order of the Superioridad of 17 May 1832 relative to suspending, if they are in practice, the operations of the bando published in the Territory by Sr Echeandia concerning the transformation of Missions into pueblos, the Superioridad asking the Jefatura to report which missions have the circumstances of the decreto de las Cortes de 13 de Septiembre de 1813 and can be secularized; ordered passed to the Comision de Misiones. (2) From the same, dated 17 January of the present year, transcribing an order of the Superioridad of 17 May 1832 promoting the imposition of some moderate contribution on the export of pieles de nutria y castor (sea-otter and beaver pelts); passed to the comision de propios y arbitrios. (3) From the same, dated 6 December of the previous year, reporting that it had circulated to the municipalities of the Territory an order to remit the surplus of propios, consigning it to the charge of the Secretary Juan B. Alvarado, to whom it provisionally gave the commission of Tesorero of the Diputacion in order to defray some expenses in preparing the Sala de Sesiones in which the corporation has been installed; passed to the comision de propios y arbitrios. (4) From the same, dated 17 June of the previous year, accompanying an interior reglamento of the Ayuntamiento of the Capital, agreed by that corporation and remitted for the examination of the Exma Diputacion as being comprised in part in that body's municipal ordinances; to the comision de Reglamento y ordenanzas municipales. (5) From the same, dated 22 January, accompanying a bando of 6 January of the previous year and an acta containing further additions relative to the order of police to be kept in the capital, agreed by its Ilustre Ayuntamiento; to the comision de Gobierno y Policia. (6) From the same, dated 22 of last April, remitting a presupuesto which it ordered the Secretary Juan B. Alvarado to draw up of the expenses (text continues past n53). The first item is the historically weighty one: it puts Echeandia's mission-to-pueblo bando and the Cortes decree of 13 September 1813 formally before the Comision de Misiones on 2 May 1834, roughly eleven weeks before that same commission reported the secularization reglamento catalogued at d2. This is the procedural origin of the 1834 secularization enactment and it currently has no record.
