'Dada cuenta á la E.D. en sesion de este dia con el antecedente dictamen, aprovando las proposiciones siguientes. 1.ª Habrá un Ayuntamiento constitucional en el vecindario de Sn Diego compuesto de un Alcalde, 2 regidores y un Síndico procurador. 2.ª Habrá un Ayuntamiento Constitucional en el vecindario de Sta Barbara compuesto de un Alcalde, 4 regidores y un Síndico procurador. 3º Se aumenta en el Ayuntamiento Constitucional del Pueblo de los Angeles un Alcalde de 2ª nominacion y 2 regidores. 4 Se aumentarán en el Ayuntamiento Constitucional de esta Capital un Alcalde de 2ª nominacion y 2 regidores. 5º Los funcionarios de que tratan los artªs anteriores serán electos…' The text continues on n246: the officers are to be elected on the days set by the law of 12 June 1830 and to exercise their charge constitutionally from 1 January 1835, except those of Santa Barbara, who from the present date, once elected, exercise all the powers assigned by the decree of 23 June 1813. This is the founding instrument of the San Diego and Santa Barbara ayuntamientos and the enlargement of the Los Angeles and Monterey ones.
