Municipal affairs: since the Gov. appointed him alcalde (displacing the newly elected authorities) an unfriendly disposition on part of the very qualifying persons has left much judicial business confused & embarrassed from want of competent subordinates; now believes the relief of a 2º Alcalde, Sr. Vicente Guerrero, ceased as one willing to act as; the jail very insecure — a new one should be built costing $1,000 but funds cannot be raised; has power to dispose of town lands (doubtful expediency); proposes direct tax on property, worth in district $400,000–$1,500,000, to direct the $1,000 assessment by a committee of citizens; a petition of the 13th, signed by a considerable number of prominent citizens, asks that the sum of $1,000 be designed/taken for municipal needs out of the Civil Fund by the Gov.
