On Indian affairs: as Sub-Indian Agent will cooperate earnestly in ending Indian depredations & troubles on the frontier; Indians in the vicinity peaceable for a number of years past, have latterly reported with the same horse-thieves who infest the frontier to the south; on the contrary, under friendly & officious services cloaking the real designs of other tribes farther off; for years he has done his best to cultivate friendly relations with Indn tribes far & near, & even made incursions to that end & to keep order among them; those relations extended even to the head of the Sacramento Valley, 7 to 10 miles up the Tulare & San Joaquín; tho' unfortunately of late interrupted owing to bad conduct of hunters, trappers, & even some of the frontier residents, who with little or no cause would shoot them, steal away their women & children, & even go so far as to attack whole villages, killing without distinction of age or sex, hundreds of these Indians; there are Indian-towns high up the Rio Sacramento made up of thieves & runaways from missions, they are the desperados now & must be punished; the Indians in this immediate vicinity fond of cultivating the soil; recommends a competent Sub-Indian Agent to reside among them near by, to preserve peace between the Indians & the whites, & prevent depredations by holding the chiefs responsible; 'it will cause a respect for Govt & make the Indn immovable on our frontier — same as sentinels, if not as a barrier agt those inhabiting Red River & its tributaries'
