Disorderly condition of the town: disorders & irregularities prevailing in the village constantly on the increase — one of the worst of its size he has ever seen; town full of drunken Indians, Kanakas, & runaway sailors — always on Sundays, & frequently on week days most disgraceful scenes of fighting/intoxication/clamor; no adequate measures adopted to suppress them or punish the offenders; orderly people will have to resort to mob law for protection of life & property; for the last three months the duties of the alcalde have been performed with culpable remissness; 'in San José it is even worse than in San Francisco'; whale ships soon expected in SF, & if the Alcalde doesn't make an effort to stop disorders, vessels will be left without crews, owners will suffer, & reputation of Govt 'be degraded'
