About civil authority in San Bernardino dist.: Indians in the dist. quite troublesome, people cannot protect themselves, & there was a proper officer to enforce the laws. An act of the Legislature confirmed by Gov. Pío Pico 4 March 1846 made Jurupa, Rincon, Rubidoux[Rubidoux], Jumuba, Chino & Cucamonga into a separate dist.; Benj. Wilson was appointed Juez de Paz — Wilson having resigned, Don Louis Robidoux [Rubidoux] was appointed by Commodore Stockton as Gov. of Cal. Aug 21 1846 — Stockton caused an election; Robidoux was elected Sept 15 1846; the Alcalde of Los Angeles claims jurisdiction over the dist. & has appointed a subordinate Justice who is inefficient — neither he nor Robidoux acts; necessary that a Justice with full powers be appointed to check Indian depredations & preserve peace in the neighborhood
