On election of proper persons for 1º & 2º Alcaldes; necessity of annulling such elections & using the offices of proper persons: elections held yesterday afternoon, parties elected very improper ones — unfit for the office, 'well known to be among the worst citizens, as well as most violent enemies to the American authorities.' [Ygnacio?] Palomares, chosen 1º Alcalde, 'during the last outbreak took the body of an American (one of Gillespie's men) who had been killed in battle, from the grave where it had been buried, and dragged it by the neck to a ditch where he threw it swearing it should not have Christian burial.' The other, Spilvada[?], 'is an ignorant scoundrel,' had himself chosen because he has a suit in the Alcalde's court; Palomares an evasor, his relations will be sure to suffer; requests Gov. to appt Alcalde Foster Juez de 1ª Instancia so he will have entire review of the Alcalde's acts
