On Alcalde's duties & municipal affairs: recommends the Chief judicial authority be disconnected from the town council & not required to provide same — it is impracticable, a division of interest supposed to exist, not really the case; town council unwilling to be responsible on acct of the dist., refuse to pay the reasonable expenses; 'Before the existence of a town council for the town of San Fran. the Alcalde was not allowed to admit of a division of interest — the town & district were included in one, and the expenses of the whole defrayed accordingly'; suggests withdrawal of the 1º Alcalde as President of the Board & an amendment in organization of the Town Council by which they may elect their President from their own body; tenders his resignation
