(Doctº en inglés) THE CHILE-EMIGRATION LETTER: says he is a native of the Netherlands & considers California his own country; having lived long enough among these [Chilean] people, begs to inform His Excellency that 'the Chilians and the rest of the South Americans are the worst possible race to populate a new country'; a great many expeditions fitting out from Chile to California — yesterday sailed the 'Varmen' with rovid Indians[?] & peons going to California by a company whose manager is a Scotchman named Macduy[?], the company is for 3 years & the peons to have a share in the gold; since Chile has refused a treaty of commercial reciprocity with the U.S., it would not be prudent to enter into any treaty, Chile being able to produce a large quantity of flour, biscuit, beef, wines, spirits, lumber &c to undersell the same U.S. produce whose vessels must make the long Cape Horn navigation — an anti-Chilean nativist warning to the Cal. govt on the eve of statehood
