Provincial State Papers, tomo XVIII · BANC MSS C-A 11, document 25

Savage heading: 'Parecer sobre el proyecto de abrir via de comunicacion entre Cal.a y N. México y establecer un Presidio á la entrada de Rio Colorado' [= fiscal's opinion on the road and the Colorado River presidio]. Verbatim opening: 'Exmo. Reviews the whole file: the 1787 proposal (revived in 92) of a presidio at the Laguna de S.ta Clara; Arrillaga's alternative of an interim founding at the entrance of the Colorado 20 to 25 leagues from Mision de S.ta Catarina; Borica's concurring dictamen urging that for now only the gentiles between that mission and the river be gathered in, 'tratando con amor los indios reducidos, y procurando el fomento y cultivo de las tierras, y cria de ganados'; the reports of Felipe de Neve; the account rendered to the King by carta n.o 7 of 26 Nov. 1789 still unanswered; the Comandante General's reply of 22 June 97 quoted at length ('no consideraba dificil la apertura de camino p.o q.e su validad se limitaria... si no vá en la espedicion sujeto capaz de estender un diario y derrotero exacto... nunca será útil debilitar la corta poblacion de N. México'); the junta de guerra of 3 Jan. 1783 and the Real Orden of 23 Ag.to of the same year. Recommends no innovation for now, that certified copies of the informes of Arrillaga and Borica (7 and 19 Nov. 96, 4 Set.e and 22 Dic.e 97, 1.o Julio 98) go to the Comandante General, and that meanwhile the Gob. Int.o de Cal.a be ordered to state 'con toda individualidad y distincion las efectivas utilidades q.e produciria á aquella Peninsula su comunicacion con el N. México' and to weigh the two extremes. Spans n37-n44 (ends on n44, outside this chunk).
