Dep. State Papers, Benicia (Military), tomo LXIX–LXXVII · BANC MSS C-A 19, document 147

The Solís revolt's 'Plan de la revolución' / 'Manifiesto al Público' — a long indictment of Gov. Echeandía (corruption, self-enrichment, favoritism, suspending the Diputación, paralyzing agriculture/commerce/schools, the suspended Hacienda, impunity of crimes, troop 'hambre y desnudez' and indiscipline) followed by 9 articles: (1) reconvene the Diputación; (2) Echeandía surrender all command to the Diputación, which names an interim chief until the new governor arrives; (3) ayuntamientos provisionally appoint Hacienda administrators; (4) discipline; (5–7) supply rules (missions requisitioned only via alcaldes w/ receipts); (8) property & persons respected, esp. 'los estrangeros que residen pacíficamente entre nosotros' — with a Nota adicional extending the same protection to the Spaniards (suspending the expulsion → why the revolt was framed as 'por España'). → verbatim in Expanded Entry D. Orig. pp.152–162.

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
