[= on the arrival of vessels at Monterey and San Francisco and the duties he has found it expedient to impose on them]. Body: on the 9th Luis Argüello, comandante of the San Francisco presidio, reports the arrival of the 'Fragata Mercante Francesa llamada Bordelais, su Comte Jose Camilo Roquefeuil tente de Navio de marina Real Francesa, procedente del Callao, con 2 meses de Navegacion' [= Camille de Roquefeuil's Bordelais], and that on her sailing 'quedaron en tierra 4 ingleses qe venian á su bordo' [= 4 Englishmen who were aboard remained ashore]. Also anchored at Monterey the frigate 'Hermosa Mexicana del porte de 290 tons al mando de Gaspar Yllas, Piloto, y sobre cargo Fermin de Genero y Aguirre con 19 marineros y 21 grumetes y 6 pajes de tripulacion, procedente del Callao', her object 'vender á cambio de cevos y frutos qe tienen los P.P. de Misiones, por generos, herramientas de agricultura medicinas y otros muchos efectos de qe carece la Provª' [= to sell in exchange for the tallow and produce the mission fathers hold, against goods, farm tools, medicines and many other effects the province lacks]. He therefore ruled that any national vessel pay in the ports or roadsteads of the province the same royal duties owed at its port of departure; 'en tal virtud satisfiso dicho buque 582 - 5 rs, qe igual cantidad pagó en el Callao' [= that vessel accordingly paid 582 pesos 5 reales, the same it had paid at Callao]; encloses the tariff for export duties, 'habiendole parecido ser el unico medio pa aliviar en algo la miseria de tropa y vecinos de la Provª por motivo de no haber recibido sus situados' [= it having seemed to him the only means of easing somewhat the misery of the troops and settlers, their situados not having arrived]. Asks active measures so the Habilitado General of the province resident in Guadalajara release funds for clothing and saddlery.
