The governor, prompted by a viceregal order of 22 [S]bre, reports 'reservadamente' the following. Verbatim: 'Con motivo de mi ingreso a estos nuevos Establecimientos, he sabido q.e el americano D.n Jose Ockain q.e anduvo en la costa con su fragata hace 2 anos se dijo decia q.e la idea de los Estados-Unidos era solicitar el comercio libre con la N.E. y q.e si buenamente no se les concedia habria de ser por la fuerza: Q.e a ellos les sobraba tierra y no querian sino el Comercio. Que ya lo tuvieran si no hubiera precedido cierta casualidad, y ultimamente q.e los E.U. tenian muchos efectos en N.E. Que habia particular en Philadelphia q.e pedia al Congreso 40,000 hombres con los q.e ofrecia hacerse dueno de N.E. por haber muchos descontentos del Gob.o Espanol. = Tengo presente q.e el ano de 99 q.e aprisionaron a la balandra 'Mercedes' en las Yslas Marias, su dueno D.n Bernardo Suarez Ynfanzon produjo parte de estas noticias de las q.e no creo se hizo aprecio por entonces ni creere q.e despues. No obstante las resultas del dia manifiestan alguna probavilidad de la realidad de aquellas noticias q.e aunque producidas en pais estrano por un particular no hacen fe, con todo me ha parecido dar a V.E. este avito'.
