Provincial State Papers, tomo V–VI · BANC MSS C-A 3, document 295

Manifiesto on the Loreto naval establishment (the Marina de Loreto): proposes raising the naval crew's salaries & a new maritime-mail method, backed by a historical review of the Californias pay-regulations — José de Gálvez's plan at La Paz 16 Dec 1768 → the *Echeveste Reglamento* of 23 Jul 1773 (San Blas dept.; SD & Monterey) → the *Neve Reglamento* (ordered by R.O. 21 May 1775, in force from 1779) — with the crew's weekly ration & a detailed roster: the current 17-man crew (Arráez 1º/2º, Guardián, Marineros $5–6, Herrero/Carpintero/Calafate $10) and their duties (salt to the southern mines; wine/tallow/food for the troop; the maritime mail; wood, charcoal for the forge, lime for the Arsenal/Almacenes/Casas Reales); ⭐ closes with a proposed reorganized establishment of 35 plazas totaling $435/month (Maestranza: Carpintero de Ribera/Calafate/Herrero-armero @ $18; Tripulación: 1º Arráez, 2º Arráez, Guardián $15, 12 Marineros @ $12, 10 @ $10, …); and — to prove the packet-boats costlier — a comparative budget for the mail packet-boat *Nuestra Sra de Aránzazu* = 56 plazas, $1,582.5/month, plus a proposal to contract the maritime mail to a private party for 800 pesos and route the mail-launches to the Yaqui coast (sheltered) rather than the Río Mayo
