THE sea-otter/sea-lion-pelt monopoly BANDO (per R.O. 2 Jun 1785, via Viceroy Conde de Gálvez 7 Mar): establishing 'un comercio recíproco entre estas costas y la China,' exchanging pelts for Asian *azogue* — the project 'propuso á Su Majestad Don Vicente Vasadre y Vega'; the mission Presidents to direct the Missionaries to collect pelts & deliver them to Vasadre (the commissioned agent; certified by the friars); preventing their introduction at San Blas — the founding text of the 1786 otter scheme. The enforcement clauses (n404–n407): prohibits ALL persons — Spaniards of every class & the Christian Indians of both Californias — from trading otter/sea-lion pelts (only Vasadre may collect); Christian Indians must deliver all pelts to their missionary padres (keeping none but for their own use); soldiers/settlers/mission-women who hold pelts have them confiscated for the King (with payment, informer's name withheld); settlers turn gentile-obtained pelts over to the Cabo/Alcalde; penalties for 'la más leve infracción.'
